Rural Broadband - 24 Month Contracts

I live in a rural location, and can access Vodafone's Rural Broadband 4G network, without an aerial.

I want to buy a 4G LTE modem (Huawei B315), install it myself (i.e. insert the sim card!) and join Vodafone Rural Broadband on an open term plan, but after various calls to the sales team, it seems that it's impossible to get connected unless I'm prepared to sign up on a 24 month plan.

24 months is a long time in technology circles, especially when market pricing is changing so rapidy (i.e. Skinny are now offering 100gb for $52 a month but unfortunately our location falls outside their coverage area).

It seems that the Government has supported the Rural Broadband Initiative but Vodafone are putting in place barriers to stop making the RBI scheme easily accessible to users without long term contracts.

We have our Sky package with Vodafone and receive bundle discounts, so moving to another provider (i.e. Ultimate Broadband / Netspeed that don't have terms) could be troublesome.

Has anyone else had any success with Vodafone rural broadband on an open term? - It just doesn't seem fair how it's currently structured.
