Traffic Management on Cable

hi, Is traffic management being used at the moment on cable?Has it ever been used?Just wondering because torrents im doing ATM (with a good amount of seeds) are downloading VERY slow (under 1 kB/s most of the time)NikT said there isnt really anything to worry about with traffic management on cableEDIT:

After posting this, I rebooted the router and modem and torrent client and its going better now :)
